XHR Download speed slow - Android

I'm having a issue with a simple XHR download of a file where it goes at a extremely slow rate for some reason.

I'm using the sample from the KitchenSink. On iOS I have no problem getting 60 Mbps on device. But when using the exact same code on Android I have issues getting 5 Mbps.

Has anyone come across this before or figured out a fix?

Using Titanium 3.2.2 testing on a Galaxy S3 Android 4.4
